Really clever ad for the Wonderbra or just a broken billboard?
Notice how the ad stops just above the breasts and never completely goes up. another way u could look at it is dat it's an ad for a push-up bra. The ad's being pushed up and never hides the breasts from view. Clever and simple.

Both guesses are wrong.
The wonderbra is supposed to make the breasts look so big that they no longer fit under the lip of the frame.
